About Diplomacy: 

The DoD is the League's outward-facing department, responsible for representing the League both to its member-states, in inter-member-state issues, and to non-member-state parties. The DoD is responsible for representing the League when negotiating treaties, in conferences, and conventions. We also work with partnered servers and organisations, ensuring that the League remains stable internally.
